Victor Flores

Co-Founder

Victor is a dedicated leader in tribal health, finance, and community development. As Principal of REDW, he leads the National Tribal Practice, supporting tribal governments, healthcare, and enterprises. With 16 years of service in Indian Country, he has strengthened financial systems for multiple Tribal Nations.

He is the Founder and President of the Oklahoma Tribal Finance Consortium, fostering collaboration among tribal finance and health leaders. Through this role, he helped establish the OSU Introduction to Tribal Finance and Accounting program.

With a background in senior leadership roles in multi-billion-dollar healthcare organizations, Victor brings expertise in financial strategy, operations, and business development.

He also shares his knowledge as an adjunct professor at Southern Nazarene University and OSU.

An advocate for ethical leadership and community service, Victor has served on numerous boards, chambers of commerce, and nonprofit organizations. His contributions have earned him recognition as one of the Most Influential Oklahomans (2022) and Oklahoma Humanitarian of the Year (2025), among other honors.
